Same as having a basement concrete foundation, just several feet below the surface.  Concrete adds more structural and nuclear protection.   Concrete is by far a more long-lasting investment that can be used for alternative living.  Concrete can also be built to specifications, where a shipping container you have limits. It's all about space and you will want more of it if left with the alternatives of living underground for a minimum of 6 months.

SHIPPING CONTAINER SHELTERS 
 

Shipping containers are not more than the thickness of a saw blade.   They alone can not withstand the pressure of dirt that surrounds them.  Rock cages have to be built around the shipping container to provide the protection it needs.   Shipping containers are limited to space per each size which can be added to make other dimensions.   Overall is the least expensive way to prepare for the worst. 

 

As of 2018 Counties in the Metro St.Louis Area, do not have a permit for fallout shelters.  The closest is a basement foundation.  So permits to install a shipping container may not be permitted.  It's up to the permit office of the county or municipality to approve such projects.
